We are now looking for an 

International Affairs Specialist (Partnerships) 

for a fixed-term position.

This is an exciting opportunity to support the development and delivery of the University of Oulu's internationalization ambitions, global collaborations and impact as part of the International Affairs team in the Strategy and Science Policy unit. 

About the job 

In this role, you will support the coordination and development of university-wide academic partnerships and networks in strategically important regions of the world, as well as the development and implementation of internal operating models and culture for responsible international cooperation. You will work closely with the international affairs team, university management, international partners and internal colleagues to promote the internationalization of the university. 

This role includes: 

  • Supporting the development of strategic partnerships and monitoring the delivery of agreed activities 
  • Coordinating internal funding schemes in support of strategic partnerships
  • Providing support and advice in the delivery and development of partnerships (e.g. reports and briefing materials, dissemination of information) 
  • Supporting university-level international visits

What are we looking for? 

In order to succeed in and enjoy your job, we expect you to have: 

  • A relevant higher education degree, preferably in diplomacy, international affairs or higher education policy 
  • Experience in international co-operation in higher education 
  • Excellent verbal and written English skills 
  • At least basic Finnish skills and willingness to learn Finnish intensively within 2-3 years 
  • Excellent organizational and problem-solving skills 
  • Excellent presentation and multicultural communication skills, including diplomacy 
  • Ability to network effectively and promote a culture of collaboration 
  • Good IT skills 

In addition, we value: 

  • Experience in international partnership and network management 
  • Strong service attitude 
  • Project management skills 
  • Self-initiative, flexibility and the ability to learn new things and develop professionally 
  • Knowledge of other language(s) 

Salary and employment

This is a fixed-term position from 1 January 2026 to 31 December 2028. 

The salary will be based on the level 9 of the demand level chart for other expert and support staff of Finnish universities. In addition, a salary component based on personal work performance will be paid (maximum of 50 % of the job-specific component). Starting gross salary is typically 3500-3800 EUR per month (before taxes). The position is subject to a trial period.
